New Utility Services

Water and sewer service can be obtained by visiting the Narrows Municipal Office located at 210 Main Street in Narrows.

Home Owners: $100 Deposit | Refunded after one year of service at the residence on application.
Renters: $200 Deposit | Refunded when service is ended if amount is available after final bill is deducted.
Connect fee: $5 | Required to pay by renters or owners for all new water connections.

A valid photo identification card or drivers license is required when applying for service, and the applicant must know their social security number to provide on the application. Applications must be done at the Town office and the deposit is required at tine of application for utility services to begin.
In the case of a renter, a signed lease as well as landlord contact information will be required. If an applicant is found to have a delinquent balance on a former account, the balance will have to be paid in full before new service is established.

In the case of an owner, proof of ownership such as a deed or loan documents showing the purchase of the service address in the applicants name will be required.

The Town and its staff are committed to providing the best possible service to its customers.  Therefore, new service can usually be turned on the same day it is applied for providing the applicant requests service before 4:00 p.m. on a business day.

Newly Constructed Homes: An individual with a newly constructed home that needs to be connected to the Town’s utility system will also need to file an application at the Narrows Municipal Office.  There is a $1,500.00 fee for a new water connection and a $1,500.00 fee for a new sewer connection.  For more information about new construction connections, please call the Narrows Municipal Office at 540-726-2423.

A $75 RECONNECT FEE WILL BE CHARGED FOR ALL ACCOUNTS ON THE WATER CUT-OFF LIST- REGARDLESS OF WHETHER TOWN EMPLOYEES HAVE PHYSICALLY HAD TIME TO DISCONNECT THE WATER OR NOT. CUT-OFFS ARE EFFECTIVE WHEN THE LIST LEAVES THE BUILDING. SHOULD THE ACCOUNT BE DISCONNECTED DUE TO NON-PAYMENT MORE THAN ONCE DURING A 12 MONTH PERIOD THE RECONNECT FEE WILL BE $150

Billing

Utility customers are billed on a monthly basis and should receive their bills around the 5th day of each month.  The balance on the bill is due on the last day of that month.  For the convenience of our customers, a drop box is located in front of the Narrows Municipal Office as a convenient alterntative to paying the bill by mail or in person within operating hours.

This amount is to be paid by the last day of each month, if not a 5% penalty will be added on the first business day of the following month. Due dates are listed on the billing post card.

If the previous due balance listed on your bill is not paid by the 10th day of each month, a second notice will be sent on that day to notify you of any delinquent amount due. You will be notified via mail and the mailing address used will be the address given at the time of this application being completed. It is very important that you contact us immediately should your contact information change. This notice will inform you of any past due balance and notify you of the date it is set to be disconnected (which will normally be the 15th of each month or the following business day. You may request an extension in person at the Town Office, by completing an Extension Request Form. These MUST be requested by 4:30 pm prior to the 15th of each month. This will be approved or denied at the discretion of the Utility Billing Clerk, the Town Manager, or Public Works Director.

Water Repair Policy

The Town has adopted a policy that must be followed in the event that a customer needs to make a repair to their private water lines and must have their water service temporarily disconnected to do so.  The following is an outline of that policy:

The Utilities Division has a set, regular work schedule.  The schedule is Monday through Friday from 7:00 a.m. to 5:00 p.m.  Any time outside of this schedule is considered “after hours”.

The customer needing to make repairs shall cal the Narrows Municipal Office, open Monday through Friday from 9:00 a.m. to 5:00 p.m., to request that a Town employee be dispatched to the residence to turn off the water service.  In the event that the office is closed, the individual shall call the Giles County Sheriff’s Department to request that a Town employee be dispatched to the residence to turn off the water service.

A Town employee shall, as quickly as possible, come to the residence and turn off the water service.  The Town employee shall notify the customer that they will be required to install a shut-off valve at the property before water service will be restored.

The customer, after making the necessary repairs, shall call the Narrows Town Office to request that a Town employee be dispatched to the residence to restore water service.  In the event the office is closed, the individual shall call the Giles County Sheriff’s Department to request that a Town employee be dispatched to the residence to restore water service.

Upon arrival at the residence, the Town employee shall perform an inspection to ensure that a shut-off valve was installed on the property, and then restore water service.  If it is found that there was no shut-off valve installed at the property, water service will not be restored until the installation is completed.

It is unlawful for any unauthorized person to open or close any wheel, fire hydrant, gate or other equipment connected with or pertaining to the water system.  It is unlawful for any unauthorized person to turn on or cut off the Town water supply.  Any person violating this provision shall be guilty of a Class 2 misdemeanor.

Pool Filling Policy

A customer needing to fill a pool is required to obtain a pool meter from the Narrows Municipal Office.  The meter will be read at the time it is assigned to the customer and again once it is returned.  Any usage recorded by the meter will have the sewer subtracted from that amount. 1000 gallons or more must be used in order for an adjustment to be made and the customer must have town sewer services.

 

All policies and procedures described above are set forth in the Narrows Town Code and are approved by the Narrows Town Council.  Therefore, no variances from these standard practices will be made by Town staff.
